yep makoto shinkai is the voice of the cat.( i think he has a really nice voice)
he also did the original voice for noboru (or however you spell it) in voices but after it won awards he hired professional voice actors for the dvd version.
i may be wrong but i think the original voices are an option on the dvd.
I'm pretty sure he made she and her at in 1999 as per the 1999 Copy right at the beginning of the movie and his interview about she and her cat on the inside cover of the voices of a distant star dvd case.

Yep, you're right ... one of the options on the Voices DVD is the dialogue with Shinkai and I think the woman who he eventually married (I could be wrong there).
That voice track is just as good as the professional one.

i have just started year 12 and so only go online when i finish all of my homework. and i dont get home until 7:30 any day so i dont get much free time.

No it was never licensed though I think it comes with Voices and Place Promised.
